Sierra Club considers suing EPA over Texas clean-air action

While the EPA goads Texas to reform its air pollution permits, the federal agency is neglecting its own duties under the Clean Air Act, Texas environmentalists say. The Sierra Club said it will file a formal notice today telling the Environmental Protection Agency that it intends to sue the EPA over its failure to act on three Texas clean-air concerns.
